Kerala was the crime capital of India till 2006 with a crime growth of more than 300%,
yes it is right the state of India with highest literacy rate also have the highest rate of crime growth which is 304.7% till the 2006 census as reported by many newspapers.
So do you think Kerala has reached its high literacy rate which means there will be no crime so think again.....

i thought of UTTAR PRADESH but it's quite unexplicable to be Kerala???
Uttar Pradesh has high number of crimes committed as it consists of 1/6th of India's population but crime growth rate is not that high for the state...
