yes it is right the state of India with highest literacy rate also have the highest rate of crime growth which is 304.7% till the 2006 census as reported by many newspapers.
So do you think Kerala has reached its high literacy rate which means there will be no crime so think again.....

Uttar Pradesh has high number of crimes committed as it consists of 1/6th of India's population but crime growth rate is not that high for the state...
